The government of the Netherlands has presented the
new National Cyber Security Research Agenda (NCSRA II) with a strong
emphasis on offensive operational cyber activities. The NCSRA II
serves as the guiding document for cyber security research proposals
in the Netherlands and can be downloaded from:

The NCSRA II is a very interesting read.
The possible research topics stated (1.9 Offensive Cyber-Capacities)
are in line with the development of offensive cyber attack capability
mentioned in the Defense Cyber Strategy by the Netherlands MoD:
